Proposed Update to Neighborhood Revitalization Plan

Citizens of Atchison,

On Monday, March 16, 2026, at 6 pm (after their regularly-scheduled meeting), the Atchison City Commission will join a joint public hearing with Atchison County, USD 409, and other local municipalities at Memorial Hall to discuss a proposed update to the shared Neighborhood Revitalization Plan (NRP).

Neighborhood Revitalization Plans were created by State statute (KSA 12-17,114-120) as a way for communities to encourage renovation, rehabilitation, and new construction. The current NRP was signed by local municipalities in 2021 and was set to expire in 2029. In late 2025, Atchison County notified all parties that they were interested in exploring changes to the current NRP before its expiration. While the City Commission and City staff believe the current NRP has proven to be a successful tool in creating development in the City of Atchison, we negotiated with the County and other stakeholders and formed the framework of a new NRP that was acceptable to all parties. This new NRP will be the subject of discussion at the joint public hearing on March 16th.
