City Hires Consultant for Utility Rate Study
The City of Atchison, in conjunction with utility and financial management consultant Raftelis, has begun work on a comprehensive analysis of water, wastewater, and combined sewer overflow (CSO) utility rates. The $29,000 contract with Raftelis was approved at a City Commission meeting in March.
The study will examine City utilities from a variety of perspectives including annual operating expenses, long term capital investment needs, and emerging regulatory liabilities. The study will also examine Atchison’s rates as compared to peer utilities in other communities while also considering the internal equity of residential, commercial, and industrial rate schedules.
“Treating Missouri River water, having expansive combined sewer systems, and being the second oldest City in the State of Kansas are just a handful of the challenges our utilities are facing”, said Asst. City Manager Justin Pregont. “Raftelis is the nationwide leader in analyzing utility rates from every perspective imaginable. We’re glad to have them on board as we look to develop long term plans for balancing system needs and rate affordability for our consumers.”
The utility rate study is expected to be complete this summer. The study is expected to be an integral part of the City’s efforts in producing 2020 operating budgets as well as longer range plans for capital improvements.
